Mission Statement

Development of TNI consensus standards that enable the externalization of the EPA’s Stationary Source Audit Program (SSAP), including the following:

  • Roles and responsibilities of program participants
  • Manufacture of audit samples
  • Oversight of audit sample providers
  • Management of audit sample results
  • Acceptance criteria

Committee Sponsor

  • TNI Board of Directors
  • Consensus Standards Development Board

Objectives

  • Specifications for the manufacture of audit samples
  • Quantification of audit samples – analysis for true value, validation, homogeneity, stability, etc.
  • Acceptance criteria – how they are derived, representativeness of the sample, etc.
  • Approval program for the audit sample providers
  • Turnaround time on audit sample provider manufacturer

Success Measures

  • Constitution of final Expert Committee Charter by January 2009
  • Development of a Working Draft Standard by January 2009
  • Recognition of TNI program by EPA

Key Milestones

  • Development of Working Draft Standard (WDS) (January 2009)
  • Presentation of WDS at TNI Winter 2009 meeting
  • Incorporation of WDS comments to develop Voting Draft Standard (VDS)(April 2009)
  • Vote VDS out of committee for TNI ballot (May 2009)
  • Posting of VDS for TNI ballot (June 2009)
  • Discussion of VDS comments at TNI Summer 2009 meeting (August 2009)
  • Development of response to comments document (December 2009)
  • Confirmation of committee vote on modified VDS document (January 2010)

Considerations

  • EPA SSAP funding will end in October 2009
  • Committee is inexperienced in development of TNI consensus standards
  • Committee has limited timeframe to develop standards
  • Potential confusion as to role of committee versus existing Proficiency Testing Expert Committee

Available Resources

  • Mentors available from experienced TNI Expert Committees
  • TNI Program Administrator can staff administrative functions
  • Some funding available for face-to-face meeting through NSF International cooperative agreement
  • Standards templates available by using existing TNI Proficiency Testing modules
  • EPA program documentation

Additional Resources Required

  • Canadian SS AP resources – research potential correlations

Anticipated Meeting Schedule

  • Twice monthly teleconference
  • Face-to-face meeting in Fall 2008
  • TNI Winter 2009 meeting (Miami, FL))
  • TNI Summer 2009 meeting (San Antonio, TX)
