Paul S. Bergeron
State of Louisiana Environmental Scientist Supervisor

Council Member of the National Environmental Laboratory Accreditation Program (NELAP) Manage and provide oversight of all operations involved in the auditing, assessment and accreditation of environmental laboratories, geo-technical soil testers, and stack and engine testers. Provide technical input to LDEQ staff and contractor organizations regarding laboratory accreditation requirements for the only emission tester accreditation program at the state level in the United States. Experience reviewing laboratory quality control/quality assurance procedures and documents, and formulation of technical and administrative policies and procedures for the laboratory accreditation section.


Nilda B. Cox
Quality Assurance (QA) Officer/Regulatory Consulting Manager
Eurofins Eaton Analytical Inc (EEA)

Ms. Cox is EEA’s regulatory manager and QA Officer for 17 years and has over 20 years of environmental laboratory experience in Quality Assurance including hazardous waste management and safety compliance in the laboratory.

Her experience also includes eight years as senior chemist and supervisor of QA/QC Methods Development Group, Chemistry Department and in-charge of the Industrial Hygiene Monitoring Program for a medical device company. Additional experience includes six years in Research and Development in the field of agriculture. Ms. Cox serves as a resource for numerous outside entities under the drinking water and waste water programs, providing consulting services and auditing for over 8 years in the area of QA/QC to assist them in the development of their own in-house lab Quality Programs including Field and Sampling and Measurements organizations and assuring compliance to relevant regulations. Ms Cox is involved in multiple state audits in her role as lab QA Officer. As a member of one of the NELAC Institute’s (TNI) expert committees, the Onsite Assessment Committee now LAB Accreditation Committee, she is able to provide insights current and future trends in quality assurance as per ISO 17025 and onsite assessments as per ISO17011: 2004.


Calista P. Daigle
Deputy Technical Director
Dade Moeller

Calista P. Daigle has over twenty years of experience managing and working in environmental sampling and testing laboratories. She has extensive experience in assessing facilities for compliance with the 2003 NELAC standards, Louisiana state regulations and various other regulatory requirements. Her previous responsibilities included coordinating the processing of samples from receipt to reporting in an analytical laboratory, performing assessments, writing and implementing standard operating procedures and quality assurance plans as well as analytical data review and validation. She is well trained in sampling procedures and associated field activities and has participated in many sampling events as well as being lead assessor for both laboratory and field sampling audits. In her current role as Deputy Technical Director for support to National Oceanic and Atmospheric Administration (NOAA) Natural Resource Damage Assessment (NRDA), Deep Water Horizon Incident Response, she assists in establishing procedures and processes to manage samples collected from Texas, Louisiana, Mississippi, Alabama, and Florida. She currently sits on the NEFAP executive committee, working to implement a program for accrediting field sampling and measurement organizations.


Robert E. Dean
QA Chemist
Eurofins Eaton Analytical Inc (EEA)

Mr. Dean has been a QA Consulting Chemist at Eurofins Eaton Analytical (formerly MWH Labs) since 2006. In this capacity he has assisted in the evaluation of quality systems of multiple Public Water Systems, and helped improve their quality systems in both laboratory and field analysis, as well as field sampling. He has also assisted in typical internal quality assurance functions for the lab such as conducting internal audits, updating SOPs, conducting annual staff trainings


Carl Kircher
Florida Department of Health

- 20 years Laboratory Assessor and EPA Certification Officer with the FL Dept. of Health's Certification Program
- Rulemaking experience to incorporate NELAC Standards into FL Administrative Code rules.
- Served on 5 AB Evaluation Teams for NELAP (3 as Lead Evaluator)
- Served on evaluation teams to recognize PTPAs for TNI
- Represent TNI on ANSI's Int'l Conformity Assessment Committee and ISO CASCO's Technical Interface Group (about 4 years now)
- Served on NELAC's Regulatory Coordination Committee, AA Review Board, and PT Board, plus TNI's PT Executive Committee and Assessor Forum.
